
Implementation Document (ID) constitutes an annex to the National Reform Programme to implement Lisbon Strategy, specifying objectives and priorities of social and economic policy and guidelines for action in the period 2005-2008, whose implementation will contribute to attainment of the renewed Lisbon Strategy.
National Reform Programme (NRP), having been adopted by the Council of Ministers on 27th December 2005, was submitted to the European Commision for the review, similarly to national programmes of all the other Member States. The European Commission fully backed the selection of six priorities in Polish NRP. At the same time, the Commission pointed to the document’s lack of detail in describing measures, as well as the timetables, institutions responsible for implementing reforms and impact on budget, as well as insufficient level of public consultation at the time the document was elaborated.
ID is a response of Polish Government to the Commission’s recommendations listed in the Annual Report (COM 2006, 30, part II Poland).
The key part of the ID is the Chapter entitled “Implementing the National Reform Programme” that presents the information on the methods by which reforms covered by NPR may be introduced over the period of 2005-2008. Specific measures have been furnished with timetables for implementation, together with effects thereof and qualitative and quantitative indices. In addition, the ministries or central authorities responsible for implementing specific measures have been identified, along with financial outlays needed for reforms to be implemented.
The ID includes a description of the system for monitoring of assessment of measure implementation, as well as the method by which public consultations are to be held and the NRP promoted. The principal elements to the monitoring system are quarterly reports at NRP task-specific level, submitted by relevant ministries and central authorities. The compilation of information provided in the ID along with data presented in periodic reports allows for an evaluation of the amount of progress with particular actions and measures under the NRP, and hence for the assessment of progress with implementing reforms in Poland. The information from the report will provide the basis for the drafting of annual Reports on progress with implementation of the NRP, to be submitted to the European Commission.
Adopted system of NRP implementation stipulates the establishment of Inter-Ministerial Team for Implementation of the Lisbon Strategy in Poland. The team is the body providing opinions and advice to the Chairman of the Council of Ministers, supporting the Minister with responsibility for the economy in his capacity as the coordinator of the Lisbon process in Poland. The Team comprises representatives drawn from top management of those ministries and central authorities whose competences include issues involved in implementing the renewed Lisbon Strategy. One the one hand the tasks of the Team will be related to the participation of Poland in the process of the Lisbon Strategy formation at EU level, on the other hand to its implementation at national level.
Implementation Document has been adopted by the Council of Ministers on 17th October 2006.
