National Reform Programme for 2008-2011 to implement the Lisbon Strategy
THE LISBON STRATEGY (LS) is a process initiated in 2000 with the aim of making the EU the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion. After initially moderate results, the Lisbon Strategy was simplified and relaunched by the European Council in 2005.
Since 2005 Member States undertake reforms at national level in the framework of National Reform Programmes (NRP).
NRP are based on the policy guidelines ("Integrated Guidelines") agreed by all Member States. Each year, Member States produce reports on the implementation of their NRP.
The first Polish NRP for 2005-2008 was adopted by the Council of Ministers on the 27th December 2005.
The NRP for 2008-2011 was adopted by the Council of Ministers on the 18th November 2008. It is based on the Integrated Guidelines for Growth and Jobs for 2008-2010 adopted by the European Council, the country-specific recommendations and points-to-watch indicated by the European Council in March 2008 and the Strategic Plan of Governing of the Prime Minister Donald Tusk’s Government.
NRP 208-2011 reforms are implemented in three priority areas:
Active society – measures taken in this area will create conditions favourable for society and citizens’ development. Innovative economy – measures taken in this area will enable development of highly innovative and value-added sectors and branches, which will significantly influence long-run economic growth.
Efficient institutions – efficient use of public funds achieved thanks to measures taken in this area (without additional burdens for citizens and entrepreneurs) will enable effective implementation of pro-development policies and public investments, while providing appropriate level of social security.
